It was rigged because ESPN would have nothing to talk about. They do not realize that there are any other teams playing in the NBA this year.

LA big market = lakers and clippers.
Going to clippers builds more viewers/sales if not the same amount if he went to the lakers. Imagine it now. BOTH teams are in the playoffs, I guarantee it creates more revenue than the lakers and some smaller team.
If the lakers deal went through, benson probably wouldn't have gotten the 1st pick of the draft and the sale may not have fallen through.

Stern blocking that trade had nothing to do with LA. He blocked it because he wanted a better deal for the Hornets, which he owned at the time. He wanted to clear cap room so it'd be a better team to buy. The Lakers trade did the opposite.
And I seriously wouldn't be surprised if he rigged the lottery either. He was desperately searching for an owner.
ETA: The Hornets winning the lottery wasn't the plan the whole time. The Clippers trade just made the Hornets a better organization for the long run, while the Lakers trade would make them solid for a year, then we'd have been in a worse situation than we started in.
