Trouble starting pepper plants from seeds-need advice

I start most of my garden plants from seed & usually have very good results. The only problem I have is starting my pepper plants, in particular bell pepper & hatch chili's. I get them to sprout & usually get them to the point of having 2 leaves on the stalk, then it goes downhill from there I can't seem to get them from sproutlings to garden ready. I start them off in the seed pellets & transfer them to 20oz cups after they sprout. Is there something I'm doing wrong with the peppers that maybe doesn't affect other plants like beans, tomatoes, squash, cucumbers? The bell pepper plants I can just go pick up at the feed store but the hatch chili seeds are special ordered from New Mexico. Any tips or suggestions?

What's your germination technique?
Are you planting inside under artificial lighting and then moving outside?
I'm guessing inside since you transplant to 20 oz cups. What soil is in the cups?
Eta: Have any pics of when they go downhill after the transplant?

I usually mix in the dirt a tablespoon or so of magnesium sulfate (epsom salt) with each pepper. I do this for all species of peppers I plant.
Not sure how far you want to go with it but you can get a soil test from the LSU Ag Center and they'll tell you if it's a problem with your mix.

I start them in the Jiffy greenhouse trays with the pellets. I seed the pellet, cover with the plastic dome lid, uncover when most are sprouted, they stay in the house but are placed where they get sunlight &/or under a fluorescent light, after they get a few starter leaves, I transplant to cups w miracle grow garden soil & some top soil. From there I keep them under the lights & start giving them a few hours of protected outside time. This is usually the point where things go wrong.

May want to try skipping the epsom salt. Too much salt may be a problem.

That soil is pre-nuted, depending on how much top soil you buffer with, you might be burning them up. I don't like miracle grow soil, but their seed starter soil is a good base without any added feed. Without seeing a pic it sounds like they might be burning. I'd try that first. Keep them in the cups with a base soil for 3 or 4 weeks before transplant into a hotter soil.

I've had similar problems, I thought it was a watering issue but that isn't it. After reading a few responses I'm thinking too much fertilizer is my problem.

I'm not a fan of Jiffy seed pellets. I've had trouble with them holding the roots back on young plants. But if you're using them for everything else, that's probably not the problem.
Sounds to me like you're keeping them inside too long and they're too weak when you set them out. I start setting mine out as soon as they break the surface. Also, when you put them in a "protected" area outside, they may not be getting enough sunlight. Peppers require quite a bit.

Are you sure were talking about peppers? Ive had trouble before seeding also when mine got to the sucker leaves
