Yeah, there's a big difference. Tearing can actually be pretty bad at 60fps without vsync. As you probably know, GPUs don't necessarily render each frame at a consistent interval. In a perfect scenario, 60 fps would mean a new frame approximately every 16.66667 ms, but in reality, you might see the next frame 14ms later, and the frame after that renders in 17.9ms, etc. If any given frame is rendered even slightly out of sync with the refresh rate, it causes tearing. Since there's inherently going to be some level of frame latency with any GPU, the frame time variance is going to put nearly every single frame out of sync with the refresh rate if you have it limited to 60 -- so lots of partial frames being displayed with each refresh cycle, thus tearing.
What vsync does is force the GPU to wait for the next monitor refresh cycle before it renders a frame so that every refresh cycle gets a full frame rather than 2/3rds of the last one and 1/3rd of the next one, etc.
That's the appeal of gsync/freesync. Instead of the GPU waiting for the next refresh cycle, it dictates the next refresh cycle, so each refresh cycle will have some variance due to frame latency, but you'll see 1 full frame every time.

The screen that tells you to pick a boot option? Or are you talking about the post screen that initializes all your devices before you see the windows logo? If so, it may be hanging on a device that won't initialize properly. Best approach is to run the PC barebones. Remove all but one stick of RAM, remove every device attached to your PC except the monitor, mouse, and keyboard (so disconnect external drives, flash drives, microphones, headsets, USB wifi, etc), and disconnect every internal drive except the one that holds your OS. If it fixes the problem, plug in one thing at a time and reboot each time until it stalls again.

Why not the GTX 970 for $329? That's why I suggested it. Excellent bang for buck, consumes less power, and the reference boards are short, only 241mm. It's also upwards of 40% faster than a 280x, costing 20% more. And you know I'm not an Nvidia fanboy.

I looked for a cheaper PSU because he doesn't need 750W but there is nothing Silver or Gold and modular that beats that XFX for $80.

So I started fiddling with my rebuild today (damn anticipation) and discovered my Corsair H110 cooler doesn't play so well with my Cooler Master HAF932. So I guess I'm looking for a new case, which I'm okay with. I'm kinda over that heavy son of a bitch and I never really loved it once I assembled my old build. For reference I'm running a 4790k (once it comes in tomorrow) paired with an MSI Z97 MPOWER MAX AC mobo.
This is why you don't piece together on a rebuild and just nut up and do it all at once. You decide you want things and get sloppy with compatibility. But maybe that's just me. I'll consider all recs

Yes, the HAF 932 is behind the times. It doesn't seem to accommodate much in the way of water cooling despite it being advertised for watercooling and featuring some watercooling-related features, like the top fill port hole. But in reality, you can't do anything remarkable other than mounting a 120x2 radiator at the top, whether it's an all-in-one or custom. I did a ton of modding on mine to add a full custom loop, but in the end I just couldn't handle the lack of space. I ended up going with a 900D, but that's going to be way too huge for your setup.
