I wouldn't do a 780 Ti unless you were going for a $1800-2000 budget and want all-elite top-end stuff. Otherwise it's just throwing a couple hundred away for a few percent performance difference. The AMD cards have come back down and then some. Unbeatable values now for the 290 and 290x, and you'll want the extra vram, higher memory bandwidth, and wider bus for 1440p.

Case choices are just placeholders, of course, since it's all about preference. Liquid cooler is optional, but with the new TIM and extra capacitors, the Devil's Canyon CPUs should be better overclockers, so you might as well take advantage of it.

No, other than the typical issues of buyers not being totally honest about the condition, which is an issue with anything you buy used, and you're pretty well covered with eBay's "buyer is always right" policy. I bought both of my 290s used for $200 each. They're Sapphire brand so even with a warranty I'm sure I'd be fricked if something goes wrong, but at that price I didn't even care. No complaints, other than the fact that one of them doesn't overclock very well. Just luck of the draw for that, though.

I used a 32" 1080p tv for a short bit as a monitor and it sucks. You're simply sitting too close and 1080p up close on a 32" monitor simply doesnt look good.
In fact I'd say 24" is the max monitor size I'd use for 1080p. If you jump up to 27", 1440p is a must IMO.

Question for y'all:
I just put a brand new install of Windows 7 on my laptop, but for some reason what I downloaded from the official store (used my product key on the bottom of my laptop) didn't come equipped with any Network Configuration so now my laptop has no internet (wireless). Where/How can I get the service packs on my computer without having the internet? Can I download them to a USB and install them that way?

You don't need the Service Packs for that. What you need is the network drivers installed for your laptop. You can download those and install from USB and voila! you'll have Internet.
