Who said anything about a constant tempo? Soccer has an extremely slow tempo. While a play is in motion, football has a fast tempo. When soccer is in play (how the ball goes out of bounds on a field that big blows my mind. Do the teach those guys how to kick the ball straight?) it's tempo is slightly above a standstill. Of course most the team are actually nearly sitting still anyway while one guy is actually moving.
