When shows go into syndication, why do they only have a limited number of episodes?
For instance, both TBS AND WPIX have picked up Rules of Engagement. But they both keep replaying the same 15-20 episodes. This show has over 100 episodes. Why not play all of them?

If the show is in syndication but still airing new episodes, then the most recent episodes can't be aired by the network buying the syndicated show. Generally, networks showing re-runs have to stay a couple seasons behind the newest episodes.

However, if that show is not in syndication, the network just might like showing some episodes more often than others, or you just have weird luck with only catching those episodes.

I think only episodes a certain age are released for syndication.

I think they have to wait a certain amount of time after the original air date to show it. I get annoyed seeing the same NCIS episodes over and over on USA but then again its on everyday 3 or 4 times so they run out of episodes pretty quick.
