A lot of professionals that study this field who don't apply any conspiracy think that China will take over that area when they complete their navy, which is in production right now.

There is plenty of oil underneath the Oceans but it hasn't been economical to get it as of yet. As our technology improves and the price of oil rises we will be able to get more and more of it.
