I believe the state water season, goes into effect this year, but the season he is referring to is the Federal season.

The state waters are also SUPPOSED to be getting extended, but that will be after several lawsuits by the Feds so the state doesn't get the oil/gas revenue from Rigs that will now be in state waters.
Everything is about money man.

Like DL said, they haven't yet, and it's all about that grease. LA, MS, and AL are all pushing for 9 mile state control the same as TX and FL but it won't happen until 2014 at the earliest according to the link. Looks like this year is a bust if you plan on going past Timbalier, its 27 days anywhere past that.
