i have PS elements and PS CS6

but i made this with paint clearly... which should i start using? i know i need to watch some youtube videos... any particulars you think i need to see?

well with ps i would have first taken out the original lettering by just using the eyedropper on the top to match the black on the original and then paint brush over the orig text you're replacing then just use the text function and move it and rotate it to match the other lettering...

i completely forgot about the feature in paint though... i made it in literally 30 seconds

I would use the newer one you have and just put it in the search for youtube and it will bring up tons of good stuff... I use Gimp.

Any PS will work. I'd use Clone Stamp tool myself that way it will blend nicely and it will look natural as opposed to the rectangles that you currently are using.
