Certainly possible  Most of the utilities are a public/private hybrid. I don't have any gas, so I can't say how it works here.

I've read where witnesses said the smell of gas was overwhelming. On one of the local news channels, they just said the gas company tested and found nothing, but shut off the gas to 26 homes as a precautionary measure. So, who knows.
