Who would you start between Eli Manning or Joe Flacco?

I like what I saw from Flacco last week but he is playing a tough Eagles defense while Eli is up against Tampa. I don't know too much about Tampa, how's their defense? who do you think I should go with?

Eli. Cruz had several drops that clearly affected Mannings numbers last week. I expect some big plays and better number for both.
