Crackpot: Littlefinger obviously knows the full details on Tyrion's marriage with Tysha. He also has a problem in that Sansa is married to Tyrion technically, and can't officially widow her until Tyrion is captured and killed, even if he is dead, so LF may be in a bit of a predicament then.
The thing that I'm sure Tywin forgot to do was annul Tyrion's marriage, and he just assumed that since he married a "whore" that the marriage would go away by itself. Littlefinger has a history of using fake women to clarify a position (Arya), and something tells me he's about to have Tysha come back and annul Tyrion's marriage to Sansa just to make sure. Yes, it won't be the actual Tysha, but who alive could despite his claim? Only 2: Jaime and Tyrion. Jaime is off doing god knows what, and if Tyrion should ever reappear, then LF among others will kill him. I do think the actual Tysha is in Braavos, but that is little hendrence for LF's plans.

Because he's not royalty. Also, Targs have a history of multiple wives. See: Aegon the Conquerer and history before.

In regards to Sansa and the marriage, in the books at least, I seem to recall them making a point to say that a marriage isn't official until after they've had sex... something Tyrion and Sansa never did.
