Was this a violation of just school/team rules?

Or is it a violation of NCAA rules?
Per Mandel of SI: If LSU declares TM7 "ineligible", he'll be eligible to play anywhere, THIS season. If he's declared "eligible", he'll have to go through transfer channels.
But if this is a violation of NCAA rules he's out.
Can someone shed some light on this?
