How awesome would it be if the Z fighters gathered the Dragon Balls, wished Pikkon back to life , Goku picks him up via Instant Transmission, bringing him back to Earth. From there, Pikkon and the boys hop in the time machine and travel back in time to save Pikkon and his people.
That way, we're introduced to a new race, AND we get to meet the guy who killed Pikkon

The guy who killed Pikkon would have to be a major bad arse. That would make a good movie for sure.

thats why I was thinking a past villain returns stronger because they somehow kept their body in the otherworld and has continued to train

I'd assume fighters in Hell could become stronger, but I know some dimensions have restrictions. Though it's not canon, there are examples of this in GT.

Even if that was somehow possible, they could still be frozen in a block of ice, have someone break that ice, and no longer exist in that particular realm since they're already dead.

How sweet would it be to learn of an evil Kai, that has been secretly training Saiyans like Nappa, Raditz, Turles, etc. Those Saiyans being much more powerful, and able to reach SSJ or beyond.

the only way i see them being able to reach that power is by that Kai "unlocking" the power within like was done with Gohan.
