FHA Mortgage Streamline (Scam or not a Scam)

I get a letter in the mail from this company Central Processing saying they can lower my interest rate for free through FHA Mortgage Streamline.
He swears its absolutely free, but I cannot find anywhere online that it is free.
He says I only need to give him a copy of my Note, HUD, most recent mortgage statement, and Home Owner's Insurance Declaration page.
Said his company's name is Central Processing and they do not have a website.
The guy who I spoke with on the phone is a loan consultant and rate reduction specialist.
Too good to be true?

He said that the institution that will give the refinanced loan will pay his company so I don't have to pay anything.
