I think it's Bud Foster. The timing is right. I also believe this was the piece of the puzzle that was being worked out that sealed the deal. On the other hand, I could be completely wrong.

I'm not sure what you're saying here. That sounds like a VERY good reason to leave UGA

But is it a known fact Steele is out/in trouble?
How long was his contract? Or is firing him cheap in terms of a buy out?
All the excitement has been about a new HC and then a new DC hire comes out of nowhere

The assumption is that a new HC would not keep Steele on staff. If he had been more successful, perhaps there would be some talk of him being retained. At this point, however, it is doubtful that a new coach would retain him as DC.
