Four-star running back Derrell Scott from Havelock, NC plans to sign with Tennessee. Per Govolsxtra.com:

The 5-foot-11, 180-pound all-purpose back picked the Vols over South Carolina in a ceremony at his Havelock, N.C., high school on Monday.

Scott is rated the No. 3 all-purpose back in the country by the 247Sports Composite, and the No. 6 overall prospect in North Carolina.
Scott is the 34th verbal commitment in Tennessee's 2014 signing class which already has fourteen players enrolled. The Vols are currently ranked No. 4 on Rivals 2014 Team Rankings.

You can back count them if you signed a smaller class the year before and you have EE to take those spots.
