The discount is counted as regular income, so there is no need to wait 12 months. Churn it and burn it. Or do like I did and use the 10% as house money, set stop losses 10% below market and see if it runs up. ...

You aren't borrow in cash, you are borrowing the secuities, so the rate is determined by whatever large investors agree to sign a securities lending agreement.
