| The reason Hazard's act was inexcusable is because it was done to a member of the staff. Whether he intended to hit him or not, whether he hit him at all or whether he hit only the ball has very little to do with what Hazard did wrong and what the consequences will be. He may get a slightly more favorable decision from the FA if they decide his act wasn't done in a cynical manner, but he still kicked, kicked at or kicked in the direction of (whichever you prefer) a teenage ball boy, which wont reflect favorably in the eyes of the FA.
