Ownership etc. will complain, but what will matter is a lack of improvement next season if the wins come this season. I'm sure it matters to those looking for things to complain about but who lack enough actual concern to do anything more than merely griping. Even at it's best, Hornets attendance will less in raw numbers than in other markets due to the Arena size, but the NBA is just fine with that considering they actively deemed the Arena, with ongoing upgrades, as NBA-level on three occasions in 10 years.
