I rank QBs in the following tiers:

Elite - Rodgers, Brady, Manning, Brees

Cusp of elite - Eli, Big Ben

Solid, efficient, but unspectacular - Guys like Ryan, Schaub, Flacco, Andy Dalton, etc.

Flashes of spectacular with flashes of full retard - Romo, Rivers, Cutler, Stafford, etc.
