Go read Louisiana's constitution. Jindal is limited by law. Neither Democrats nor Republicans are willing to make serious cuts in other areas. Therefore, he makes the cuts he's allowed to make without their support.

sometimes its better to stop funding your drug addict relative and let them hit rock bottom and make them want to change themselves...the more you loan them money they "need" the longer they cycle over and over and keep relapsing

Also-OP mentioned Public Schools. I hope everyone realizes that public schools have not been cut. By which I mean k-12.

Higher Ed. I have yet to see the "damage" done to education by cuts to higher ed. Most of it was offset by increasing tuition.

Healthcare-Everyone loves the charity system but the people who have to use it. Give them access to the same hospitals we all use. It will be cheaper and better service.

Do have to add a side note. A surplus, while great, has more to do with the accuracy of the revenue forecast than the fiscal conservatism of the budget. You can have massive cuts and if your estimate is high you can still have a shortfall. And likewise, you have massive spending increases and if your estimate is high you can still get a surplus(see Blanco).

So I would not make too much of the recent surplus.

I pay about 4K per year per child, 6500 below the national average from 2010 when this was written. I am sure its more now.

Because private schools are full of children who's parents care about their education. Yes there are bad teachers out there, but that's not the reason our education system sucks. You can blame that on the parents who don't give two shits about their kids.
