He could be what Batman could never be, because Gotham would never be able to show his face. He would only be a symbolic vigilante. Dent also was Bruce's White Knight, because if Dent became the new heroic face of Gotham and could take down the crimelords, then Batman would not be needed. He could step away and be with Rachel. Remember this man lost his parents. He has his trusting, loving Butler and he has Lucius, but this is a woman he's loved his entire life. He wants Gotham to be rid of the widespread fear, corruption, and crime so that he can be with the only woman on Earth that he loves and cares about. That's Dent's purpose. What makes the story so deep is not only does he lose Rachel, but Harvey isn't the White Knight he had hoped for. Not only that, but he is blamed for his death. The face of the new era of Gotham was murdered and it's pinned on him. So he has no one close to them to fight for, but for Gotham. Then, if everyone else likes it, they will say they "rewatched" it a week later, and it was tits. Happens all the time with anticipated movies.
