Why do progressives/liberals trust the gov't so much?

History has shown us repeatedly that government will always abuse their powers and they will never ever give up any new power they gain.

Is it naivety or do they really want the gov't to have so much power?

In the small amount of time I've invested in inquiring on the subject, the general line of thought goes something like this:

Individuals can be horrible, cruel creatures. Humanity, as a whole, is good. As such, if you temper the individual cruelty by forcing individuals to behave not as individuals but in groups, there will be a regression to the mean (good).
