If you want to make the game safer, mandate wrapping up in tackling. Ban shoulder charge and other tackling methods that are basically launching your body at the ballcarrier.

If you repeatedly violate this rule during the game, then you get ejected.

Simple, and doesn't hurt the integrity of the game.
