It's all relative. You can't be dumb and reach the highest office in the land. W. wasn't a great public speaker, but he was by no means dumb.

In terms of understanding history and the political process, Reagan was severely lacking. But again, he was not dumb.

Not being a good speaking does not equate into being dumb. I personally think Bush was pretty clever considering he was still able to do whatever he wanted to do with Democrats in control of the House and Senate in the final two years of his term.

Harry S. Truman was the only president who didn't go to college. However, there was no true dumb president. If that were the case, we Americans are responsible for voting for them. If G. W. Bush had Obama's speaking skills, people would have thought differently of him. Don't confuse a stutter with ignorance.

I'm a conservative and don't like Obama, but, I respect the man for being extremely intelligent.

If Bush were sent out in the world without the name and family connections, he would never amounted to much. Truman didn't have a college degree but was self educated, officer in WW1, self motivated and curious. With all of his family money, Bush never traveled outside of the US until he was president. I find that bewildering and at the same time telling.

You ever listen to the man's radio broadcasts? I'm not sure how anyone can have this kind of opinion about Reagan.

Here's Henry Kissinger on Reagan:
