Tyrann Mathieu has agreed to signing a four-year $3.052 million contract with the Arizona Cardinals. According to reports, he has already been entered into the NFL’s drug-testing program and could be subject to up to 10 tests per month, according to a source close to the situation. Mathieu’s agent, Pat Lawlor, told Rapoport that “both sides understood the issues we were dealing with.”

As it was reported earlier, Mathieu did receive a portion of his signing bonus up front, $265,000, with the rest coming to him over the remaining three years — granted he doesn’t fail a drug test.

Michael Lombardi, the NFL Network commentator, is rumored to be a candidate for GM in Cleveland, according to Greg Bedard of the Boston Globe. Tom Heckert is the current GM in Cleveland, hired by Mike Holmgren in 2010. However, with new ownership buying the team, Joe Banner coming in as president, and Holmgren leaving, change could be in the works. And if Lombardi is chosen, well, according to Bedard, it could be to get Nick Saban to return to the NFL...

According to the NFL sources, Saban has let it be known that if he returns to the NFL — where he flopped, going 15-17 with the Dolphins from 2005-06 — it would likely be with Lombardi playing Pioli to his Belichick.

One of Saban’s many missteps in Miami — the first being that he accepted a job he really didn’t want — was hiring a general manager in Randy Mueller who did not know the Belichick personnel system. Mueller, who was a good personnel man when running his own ship with the Saints, had to learn Saban’s system on the fly, and it never really clicked.

A report on Cleveland’s 92.3 The Fan on Tuesday afternoon states that the Browns will make a hard push for Alabama coach Nick Saban, even though incumbent Pat Shurmur is only in his second season with the team. Tennessee alum Jimmy Haslam was approved as the Browns’ new owner on Tuesday, and the team almost immediately announced that team president Mike Holmgren would be “retiring” at the end of the season and be replaced by former Philadelphia Eagles president Joe Banner.

The NFL, NFLPA and the NCAA have joined with the National Operating Committee on Standards for Athletic Equipment to donate about $1 million to an initiative started by the U.S. Consumer Product Safety Commission. The money will provide new helmets to youth football players in low-income communities.

"The program, announced Tuesday, will remove helmets that are at least 10 years old and replace them with new models while providing safety education to coaches. It is expected to distribute 13,000 new helmets this year starting in July.

The pilot program will take place in four communities: the Bay Area, the Gulf Coast region, northern Ohio and greater New York City."
As of this year, National Athletic Equipment Reconditioners Association members will no longer recondition or recertify any helmet that is at least 10 years old. They will however use those helmets for research.

Wednesday at the NFL Annual Meeting in Palm Beach, Fla. the NFL owners voted voted 30-2 to change the regular-season overtime rules to match the playoff format and have turnovers automatically reviewed. Each team will have an opportunity for a possession in overtime unless the team that receives the first kickoff scores a touchdown on its opening drive.
