Would it be legal to design/produce your own license plate?

Let’s say your Louisiana plate/registration is up for renewal. You pay the money for a new sticker/registration, but instead putting it on your state issued plate, you design your own plate, use what ever images, etc you want, as long as it’s not offensive.
You do put “Louisiana” on the top of the plate, and use your state issued numbers and letters, plus put the new sticker on it.

Would this fly?
