Flying thru DCA tomorrow morning. Very small/congested airport. Mainline jets use the one N/S runway, Regionals can generally use the two cross runways. Mainline jets are talking to Ground Control while they cross the two crossing runways. Sounds to me like the controllers were at fault here...
