I fixed the FPS. Edited both Fallout4.ini and Fallout4Prefs.ini and forced Vsync off in Nvidia control panel...

On PC it appears the update broke the ability to run the game past the 72 FPS cap at least in the traditional way most players were probably getting around it. This "next gen" update literally halves the FPS....
