You can treat the tree.
Get Taurus SC, spray .8oz/gallon around the base of the tree and drill holes around the base of the tree in the ground. It will kill them but a water oak is more than likely rotten in the inside if I had to guess.
I treated all my oak trees like this after consulting...

i think its snake oil. its just gas with an additive? Never used it and no issues with regular gas (non-ethanol) and oil mix...

backhoe and some pipe. I did 1000' for about 2k a couple of years ago. this was with PVC. thought about a trencher but settled on the backhoe and it was a much easier job...

I an tell you from experience, check to make sure you connected the new battery nice and tight. This happened to me recently. Can you start it with the seat up? I would try that and see if you can see a spark or anything.
