Whatever the cause, it makes no sense to do something to cause harm indiscriminately and not even targeted at whoever you are trying to coerce or punish.
If someone is on the fence or doesn't care about your cause has their graded withheld, you are just motivating them to support your opponent.

Students may not care, but Admin has to do batch processing for financial aid, class rank, scholarship eligibility, etc. it’s a big pain for admin.
Provosts tend to be on edge and send lots of reminders at the end of the semester even if there isn’t a planned delay
