Pretty close to the truth. By the time Heraclius was done conquering the Persians the Byzantines were spent. Very few Romans were garrisoned on the frontiers and the greater threat at the time was thought to come from the Avars who were moving in from the Northern Balkans.
At the time of the Muslim conquest of the Near East, the Byzantines could maybe put 50K men on the battlefield throughout the empire. On paper though and in accounts from the time, the Byzantines (Romans) should have defeated the Arab armies at Yarmouck but made a strategic blunder and ended up getting routed just as they thought they were about to get the upper hand
