Cantrell accuses the woman, Anne Breaud, of "aggressively" taking photos and videos of her on multiple occasions, including on April 7 as she dined on a restaurant balcony.

Another photo of the two drinking wine at a bar surfaced about a month later. The crime commission, which serves as a police watchdog group, said the photo raised further questions about Vappie's professionalism and how he is spending his time while on duty.

Cantrell's request for the order Friday does not mention Vappie or anyone else on the balcony April 7, but she accuses Breaud of providing photos and video footage to Fox 8 WVUE-TV on that occasion and many times in the past.
Breaud's photos that day, Cantrell wrote, "were made available to Fox 8 news as she has consistently done over the past two years."
