At this point it's almost down to court appointments, which are not trivial given how our judiciary frequently acts like an oligarchy.

Trump floated this quite some time ago. It's was insanely stupid then and it's even worse now. He thinks the nation will be saved with new buildings and shiny objects. Meanwhile the Speaker is owned by Democrats and Trump fully supports him. He was critical to Ukraine money according to Lindsey, after saying he would end the conflict in 24hrs. At this point, I'm surprised he hasn't said that he'll put James Comey back in charge of the FBI, or make him the Attorney General.

Haven't seen the numbers but I know they have multiple buildings in the DC area. The main one is old and likely costs lots of money to keep operating. Building a new modern building and closing all the others would likely cost less to operate. I bet Trump saw the numbers.
