I think the appeal from Ist Circuit will be successful and petition for Incorporation will be pronounced valid and St George can shoot off fireworks in a few weeks when written judgment is written.

And don't presume outcome based on oral argument or questions from the panel.

And they should be.
The parish general fund is set up to put 50% directly into the budget for BRPD and BRFD for areas they don’t provide services for.
And a number of areas like Mall of LA have areas incorporated into BR for now which BRPD refuses to service.

It comes from multiple sources but the single biggest one appears to be parish sales taxes.
As of now, sales taxes are apportioned by the city they are in (Baker, BR, Central, Zachary) or they go into the general fund if they are in an unincorporated area.

There were several attorneys for BR. Not sure which one they were specifically referring to who looked retarded for saying stuff like “When Central incorporated, nobody cared.”
