Louisiana is owed $417 Million in delinquent fees for auto insurance lapse fines

That's over half a billion dollars owed between NOLA camera tix and LA insurance lapse fines.
Is LA and NOLA fining/ticketing too much or is LA full of deadbeats who don't pay their debt???
"BATON ROUGE, La. (BRPROUD) — When a Louisiana driver is fined for lapsed insurance and can’t pay it right away, the fees stack up and some struggle to ever get their license reinstated. The state legislature advanced a bill Wednesday that would make sweeping changes to help people with that debt.
HB683 by state Rep. Chuck Owen, R-Rosepine, would be a major reform for the Office of Motor Vehicles to help people deal with their debt and get their licenses back.
OMV is sitting on $217 million in fines, mainly from lapsed insurance payments. People can also be fined for failing to appear in court, reinstatement fees and registration cancellation, among other issues. If not dealt with right away, those fines are sent to the Office of Debt Recovery where the fees continue to increase and they lose their license. The state has over $471 million in delinquent fees that are likely to never be paid."

I used to get one of those every time i changed insurance companies back when i lived there.

If they collect this, could it go towards cleaning debris off the streets and fixing our roads? Both would improve safety and reduce insurance claims.

Last time they claimed this, they got their asses sued off because people had turned in the plates but Public Safety didn’t cancel them in a timely manner.
Canceling insurance the day you turn in the plate is acceptable. The plate not getting cancelled for weeks afterward, not so much.

The flags and fines to DMV are a huge shakedown.
In 2020, I had a flag from a car I sold in 2012. I've never had an insurance lapse in my life. But, it was easier to pay than to go back and research the sale.
This is a shakedown state. When I moved here, I filed my first state income tax return. I subsequently received a bill for the same amount of taxes from the year before. I called, saying I lived in Texas that year. "Oh, we do that automatically." So, without any tax submission showing Louisiana income, they just assume it.

I’m torn on this.
On one hand, IDGAF if deadbeats who drive without insurance get their licenses revoked.
On the other hand, OMV is incompetent.

The money from fines received by the DMV has certainly helped the DMV become a courteous, efficient, and service friendly agency.

80-90% i'd guess.

I’d say significantly lower unless DPS had gotten MUCH better about processing plates returned to them.

I had a guy come into my office who tried to turn in his plate, but was told "that plate was turned in a year ago." The guy had the damn plate in his hand. It took three trips and a lawyer letter to get them to realize that it was physically impossible for him to have the correct plate in his hand if it had truly been turned into the DMV.

I don’t doubt the number of them. But there was such a high number of false positives last time around that it was a complete clusterfrick.

I sold my car out of state and this happened. I move back 10 years later and my license was flagged and I potentially owe $600 in fines. Every time I try to call the number to contest this it’s a three hour wait and I give up.

I've had to pay almost 2 grand in absolute horse shite fees now, despite having a goddamn receipt at one point, for this.
I hope this happens to the people that caused this.

yes
ETA: but seriously, the fines are holding back a bunch of folks from getting insurance. the DMV seriously fricked these fines up a while back

It's not researching on your end that is the problem. It is the level of proof and getting that proof to the right people in the DMV. Some peoples time is more valuable that a few hundred dollar fine to the DMV
