My wife has an old computer and she doesn't want to just throw the computer away, worried about people getting her personal information I guess. Is this a real concern or should I just throw it in a dumpster?

Pull the hard drive out. Also they have a recycling day a few times a year. Bring it to them.

two options. dispose of computer and keep hardrive or use a a secure "wiping" application to wipe the drive clean. but really just formatting C: would probably be enough

Erase the hard drive then remove and destroy it. You can junk the rest.

and why would that be funny? you can hand a regular formatted hard drive to 99% of the population and they wouldn't know first thing to do. Hence, why i said "probably"

Um, no. Just no. Recovered with no effort at all.

On the other hand, wiping the drive with something like this free utility will get the job done.

Not really. Google 'recover formatted drive' gives you all you ever needed to know. No computer forensics or advanced knowledge required at all.
