I could not stand Demi Moore's character in A Few Good Men. She was always putting Caffey behind the 8 ball due to some simple error she made.
Then she wanted to call him a coward because he didn't want to put Jessup on the stand after she totally screwed up.
Honorable Mentions:
Denzel in Training Day. Started out hating him, then thought he may be a good trainer for young Jake, then at the end he was just pure evil.
Diane Lane in Unfaithful. Having had a spouse who was a cheater, this movie made me ill.

if we are talking about hated from stand point that i just cant stand the presence of the character on screen because of annoyance factor, few can beat jar jar binks.

Shooter McGavin in Happy Gilmore represents selfish A-holes with no redeeming qualities.
Walter Peck from Ghostbusters is every authoritative bureaucrat who cites technicalities over common sense logic.
Everyone has had a Bill Lumbergh from Office Space as their boss. Getting paid 10x everyone else - to do nothing.
and Jar Jar just sucks
