Question about drift roses having shriveled appearance/ stunted growth

Does anyone know the cause of Drift roses to have an odd, thin, shriveled leaf? And have stunted growth?

I’m not an expert but that looks like it may have taken a hit from round up.

If you have other roses/don't use herbicides, it's worth investigating for rosette disease. I would lean towards a hit of roundup though
