This is a nuanced question. In the real world AD's want to say they were not turned down, even if they were. So No Official Offer is made unless the target has agreed to sign the offer letter. All terms are agreed with an agent, usually verbally, until everyone is satisfied that a contract will be signed.

No one will say an offer has been made to anyone except the person that they hire. So get over it.

I’m not talking about the offer process. Did LSU show genuine interest in Riley last week or not is the question by trying to get an agreement in place? That’s the question
