He’s absolutely wrong. Starters transfer out at almost the same regularity as reserves.
There’s no such thing as developmental guys anymore. Even players like Davin Cosby ain’t sticking around, but in his time he provided depth, had a couple of decent games, and I’m sure provided much better quality at practice than some walk-on.

12 and 13, sure. I get that. 11 is nice for depth. We've had seasons where injuries hurt us badly, and that extra player would be nice to have. 10 at a bare minimum. Only 8 or 9? You're setting yourself up for disaster.
