Over 50% of the voting population is on entitlements, retired, employed as a plaintiff attorney, or employed by the local, state, or federal government. Those people do not feel a stagnant private sector economy.

And still a lot of Lafayette, Livingston, Vermilion, and the whole state outside the cities to go around which will balance that out. Which is bad for a Democrat incumbent who's still four points down with over a third of the vote in and hasn't led once tonight.
