yes. i even use my andoidwear to view it.
tinywebcam i think is the app.
foscam has a simple/open API that any idiot building a cam app can use.
their app has gotten way better but yes you can drag your finger around to move the camera or use the little 'on screen' arrows and it will work in any browser as well as phones.
