This is actually an example of a very interesting phenomenon among humans. We always assume someone else is going to or already has responded to an emergency.
Note to anyone dealing with an emergency situation, assign specific people to certain tasks.
For example, don't say "someone call 911". What you do is assign someone to it, like "you (point and make eye contact) call 911 and wait there to guide in the ambulance.
It's not that people don't want to help, it's that they assume they don't know what they are doing.

Man I’m usually the first to jump into action.
I’ve hoped out my car to help a man who appeared to have a heart attack while parked in the street
Changed two random young women tires at 3 in the morning
Called the cops over some young kids walking around with guns
As far as addicts I’ve lost compassion they are a stain on society you can only help people who want help.
