That's already ramping down... China is facing a huge demographic collapse (the result of their "one-child policy" in the 90s that made people only want sons who could help feed the family) that will dry up their labor force, and they never got especially good at producing anything, so as things drive up the costs of labor and goods there it's not the bargain it used to be.

But since the financial crisis of 2007 and the aftermath of the War in Iraq, America has been slowly but surely withdrawing from Globalism. We've concentrated in becoming energy independent (we currently produce more oil than any other country ever) and the COVID shutdown drove home that relying on stuff to be shipped from the other side of the world makes us to vulnerable. We abandoned stateside manufacturing, but we left the infrastructure for it... it will be revived, and Mexico will replace China as our big trading partner.

China has figured all of this out and that's why they're not concerned that pissing us off with this declaration is going to hurt them.
