Obama
Trump off the cuff he is great
Bush 2
Ford based on video i have seen
Bush 1
Carter based on videos I have seen
Biden
Historically
JFK and Teddy R would be high
Ike and Wilson would be low
Truman and Nixon kind of middle of the road

I forgot about Jerry Ford. He had been minority leader for years in the House so he was very comfortable in speaking and being able speak unprepared.....same with Kennedy, he was incredibly smart and also had spent about 10 years in Congress giving speeches.
The more you do it, the better you tend to become whether prepared or extemporaneous.
