The story behind it is that it's literally just a photo. They had a guy on set taking pictures and he took this shot of the actor putting on his costume, unaware that he was being photographed.
James Gunn must have thought it portrayed the idea of the film well, then of course they added some laser fight in the background.
If I were forced to speculate it would be something along the lines of going to save the world is becoming as mundane to Superman as going to work for any of us and that could be a plot point. But I have no clue. People are going insane over this.

Because that’s what nerds do. Comic book fans, call them whatever. They even get so autistic as to geek out over the neckline, the color & design of the ‘S’ on the cape, the length of the cape, briefs over the leotards, etc… that level of concern would never bother me. I am casually curious as to why a disheveled looking uniform , with a city leveling disaster in the background, was chosen. Seems pretty odd to me to promote your movie.
