Yes voters are stupid regarding Congressional spots. On both sides of the aisle.

The uncomfortable answer is yes.
We’ve always held the ultimate power to send these people home (or more likely to a cushy lobbying gig while remaining in DC I guess) but we rarely exercise it.
So, term limits would fundamentally be to protect us from ourselves.
