That has always been the strangest thing about it to me. Setting aside that the State decided to go forward with it, it doesn't really seem like it does a damned thing, and definitely not worth $3b.

it was a made up permit......... you know the cost of that permit..... it was like 2% of the project cost....

So the parish wanted 46 million dollars. just to build in their parish....

No! It was totally a legitimate concern for the Parish......so concerning was it to the Parish that they waited several years until Jeff Landry was elected and the contractor started work to decide they wanted a permit.

If they have been a part of the State, Parish, or Local government for almost their entire lives they are stupid, I'm sorry to say it like that but its true. Trust me, stupid. They only act based upon the little information they have in their little parish or city. Most havent traveled or lived in other places so they have no life experience to make educated decisions. They do not utilize the wonderful world of technology to innovate and make the processes and procedures better.

All of these reasons, plus many other stupid political decisions such as ITEP has created a lackluster state with even more lackluster leadership.

I'm guessing now that this one ground to a halt and appears doomed, that Mid-Breton will be killed in the womb as well. I know Mississippi was gearing up to raise all hell for that one.

That’s how the CMAR statute reads…not how CMAR works in reality. The contract 100% allows for change orders. The contract also allows the State to cancel at any time with no recourse in the event of litigation. Have you read the contract?
